Detailed narrative
Strong Financial Performance and Outlook
Enbridge reported a record second quarter adjusted EBITDA, up 7% year-over-year, driven by the recent acquisitions of U.S. gas utilities and successful rate settlements in the Gas Transmission business. The company is confident in achieving the upper end of its EBITDA guidance range and meeting its DCF per share midpoint for FY25.
The balance sheet remains strong with debt to EBITDA at 4.7x as of June 30, below the target range midpoint, reflecting the full quarter contribution from the U.S. gas utility acquisitions.
Capitalizing on Growing Power Demand
Enbridge is actively pursuing opportunities related to rising power demand, particularly from AI and data centers. The company sanctioned the $900 million Clear Fork project in Texas, a 600-megawatt solar facility fully contracted with Meta Platforms. Additionally, the Line 31 expansion of Texas Eastern in Mississippi was sanctioned to serve industrial and power demand under 20-year take-or-pay agreements.
Enbridge is also working to commercialize opportunities to support data centers and hyperscalers, with over $5 billion in power demand projects serving a combined 6 gigawatts of new generation.
Liquids Business Optimization and Growth
The Liquids business demonstrated strong performance, with the Mainline transporting 3 million barrels per day in Q2 and 3.1 million barrels per day for the first half of 2025. The company is investing up to $2 billion in the Mainline through 2028 to support utilization and extend asset life, expecting attractive returns within the MTS Agreement collar of 11% to 14.5%.
An open season for the Flanagan South Pipeline was oversubscribed, and FID for the 150,000 barrel per day Mainline Expansion Phase 1 is expected later this year. The Gray Oak expansion has partially entered service, with full commercial operation expected in mid-2026.
Gas Transmission Expansions
In Gas Transmission, Enbridge sanctioned the Line 31 expansion of Texas Eastern and a 40 Bcf expansion of the Aitken Creek storage facility to support the growing Canadian LNG market. Optimization projects include a $50 million expansion of SESH to serve power generation for data centers and an upgrade to the Tres Palacios storage facility.
The company noted that Texas Eastern Transmission will be interconnected to the Homer City Redevelopment generating facility in Pennsylvania, highlighting ongoing efforts to serve industrial, power, and LNG demand.
Gas Distribution and Regulatory Landscape
The Gas Distribution business continues to provide foundational growth. The Phase 2 rebasing process in Ontario was completed, setting rates through 2028. In Ohio, a rate case decision resulted in an almost 10% ROE and increased equity thickness, despite not meeting all requests.
The company has filed for new rates in North Carolina and Utah, expecting decisions by next year. An impairment related to the Ohio utility was primarily due to the treatment of pension assets, which the company is appealing.
Renewable Power Portfolio Advancement
Enbridge is advancing its renewable portfolio, sanctioning the 600-megawatt Clear Fork Solar project in Texas, which is fully contracted with Meta Platforms and expected to qualify for U.S. renewable tax credits. The 815-megawatt Sequoia Solar development is on track for partial service in 2025 and full production in 2026.
The company believes recent U.S. legislative changes enhance the value of its late-stage development projects, and it continues to secure PPAs with major corporations like Amazon and AT&T.
Disciplined Capital Allocation and Shareholder Returns
Enbridge maintains a focus on disciplined capital allocation, with a secured capital program of $32 billion supporting 5% growth through the end of the decade. The company expects to return $40 billion to $45 billion to shareholders over the next five years, underpinned by its 30 consecutive years of dividend increases.
Investment decisions prioritize low multiple brownfield and utility-like projects, with an annual investment capacity of $9 billion to $10 billion. The company also recycled capital by closing an investment on its West Coast system by indigenous groups, generating $0.7 billion in cash proceeds.
